move down to the right corner
Drop shadow 1-1-100-1-zwart

Activate your  Rectangle selection

 and pull a thick line from the left to te right in the upper  middle

New raster layer
Flood fill with black

Effects - texture Effects - Blinds 4-100 all checked- red color

 Effects - Illuminations effect -  Lights

Opacity on 31
Select non

Duplicate this layer - Flip

Merge down
Layers- Arrange - Move Down

Activate your bottom layer
Add a New Raster Layer
Activate your brush bamboo Size  400
Stamp 4x with black between the tick lines

Duplicate - Mirror - Flip - Merge  Down

 Layers - Merge - Merge Visible and copy this layer

Image - Add Borders
2 black- 5  red - 2 black

 Select with Magic wand the red border
New Raster Layer and paste in selection
