Activate the original tag layer and activate eraser tool
shape round and size on 17
activate the ribbon that is just under the hole from the tag and erase that part away

activate selection tool, shape oval feather on 0
make an small selection on the tag above the hole
new raster layer
activate pipette and choose a dark color from the hart
flood fill the selection with that dark color
select none

activate pen tool and click 1x in the middle from the ball
promote to raster layer

image resize to 100 pixels width all layers checked 
copy and paste as new layer
2x adjust - sharpness - sharpen
move onto the right under corner of the frame

merge all layers (flatten), save as JPEG
